Welcome to the briefing from the Angus Integration Joint Board (IJB).  It is hoped this short summary will help to provide some details about the work taking place in Angus to support health and social integration.  We are always interested in any feedback and if you want to leave comments, details of how these can be provided are given overleaf.

Agenda Item 4 – Appointments (Report IJB 3/22)

The purpose of this report is to advise of the resignation of a non voting member of the IJB and agrees to the appointment of a non-voting member to the Board in respect of commercial providers of social care.

The IJB noted that Ivan Cornford has intimated his resignation as a non voting member of the Board in respect of commercial provider or social care.  The IJB also agreed to appoint Nicky Whorrall, Independent Sector Lead for Angus at Scottish Care, as a non-voting member of the Board in respect of commercial providers of social care.

Agenda Item 8 – Angus Adult Protection Committee Annual Report 2020-2021 (Report IJB 4/22)

This report presents the Angus Adult Protection Committee Annual Report for March 2020 to April 2021. The Adult Support and Protection (Scotland) Act 2007 set up multi-agency Adult Protection Committees (APCs) in every council area. The Committee monitors and reviews what is happening locally to safeguard adults. Chief Officers across Scotland individually and collectively have responsibility in ensuring that the Adult Protection Committee’s authority to carry out its functions effectively is supported by local agencies, with a focus on continually improving strategy and practise.

The IJB scrutinised and commented on the contents of the Angus Adult Protection Committee (AAPC) Annual Report 2020 to 2021 and considered the key trends and areas for development emerging from the report.

Agenda Item 9 – Finance Report 2021/22 (Report IJB 5/22)

The purpose of this report is to provide Angus Integration Joint Board (IJB) with an update on the financial position of Angus IJB including financial projections for 2021/22, the impact of COVID-19 on the IJB’s financial position, an update on reserves, financial planning and financial risks.

The IJB noted the overall projected financial position of Angus IJB for 2021/22 and endorsed the commitments made against the Scottish Government’s Winter Planning Funding.

The IJB also noted the update regarding Reserves, including the need to develop plans to ensure reserves are mobilised effectively and also noted the issues documented in the Financial Governance.

The IJB supported the Chair of the IJB writing to NHS Tayside to seek clarity regarding the outcome of the Mental Health in patient review with regard to plans for a single-site in-patient unit and, thereafter, the future use of the former Mulberry site at Stracathro Hospital.

Agenda Item 10 – Budget Settlements with Angus Council and NHS Tayside (Report IJB 6/22)

The purpose of this report is to update the Integration Joint Board regarding the proposed Budget Settlements between Angus IJB and both Angus Council and NHS Tayside for 2022/23

The IJB noted the views of the Chief Officer and the Chief Finance Officer, that Angus IJB should accept this proposed budget offer (£65.382m) from Angus Council.

The IJB noted the views of the Chief Officer and Chief Finance Officer, that Angus IJB accept this proposed budget offer (2.0% increase) from NHS Tayside, subject to satisfactory resolution of the unresolved budget issues regarding complex care resources.

Agenda Item 11 – Angus IJB Strategic Financial Plan 2022/23 – 2024/25 (Report IJB 7/22)

The purpose of this report is to update the Integration Joint Board (IJB) regarding the development of the Angus IJB Strategic Financial Plan for the period 2022/23 to 2024/25.

The IJB supported work to develop improved resource profiles for Disability Services and Older Peoples Services for embedding in future versions of this plan; and also supported the continued inclusion and development of planned interventions set out in section 6 and regular updates regarding these from relevant service and lead officers throughout 2022/23.

By the October 2022 meeting, the IJB will ask the IJB’s Executive Management Team to confirm delivery of Management savings for Adult Social Care and Local Community Health Services. 

The IJB noted long term residual shortfalls in the draft of the plan from December 2022 and will ask the IJB’s Strategic Planning Group to review options to address this; and supported this draft version of the Strategic Financial Plan and requested a final version is brought back to the IJB for approval in April 2022.

Agenda Item 12 – Primary Care Improvement Fund Update (Report IJB 8/22)

The purpose of this report is to provide an update on the Angus Primary Care Improvement Fund Reserve.

The IJB noted the position of the Primary Care Improvement Fund (PCIF) reserve and supported and approved the proposals for spend of reserves to progress delivery of Primary Care Improvement Plan (PCIP).

The IJB noted all proposals have been developed in collaboration between Health and Social Care Partnerships with Local Medical Committee/GP Sub Committee support.

The IJB also devolved future decision making to the Chief Officer in relation to spend against PCIF reserves as long as the proposals align with the requirements of PCIP and IJB’s Strategic Commissioning Plan.

Agenda Item 13 – Performance Update (Report IJB 9/22)

The purpose of this report is to update the Integration Joint Board (IJB) on the progress made towards delivering the outcomes of the national indicators and support the delivery of the strategic plan. The report demonstrates performance against Key Performance Indicators (KPI) for Q1 and Q2 for 2021/22 and describes impact of some of the improvements being made across the partnership; how progress is being made towards delivering the vision, strategic shifts and planned improved outcomes for the people of Angus.

The IJB noted the current performance within Angus HSCP for Q1 and Q2 of 2021/2022 and noted the HSCP will work to progress further improvement where the targets have not been achieved.

The IJB noted where the targets for local indicators are to be reviewed for the Annual report.

Agenda Item 14 – Angus and Dundee Stroke Rehabilitation Pathway Review – Update (Report IJB 10/22)

This report provides the Integration Joint Board (IJB) with an update of progress made to redesign the Dundee and Angus Stroke Rehabilitation Pathway.

The IJB noted progress made with the redesign of the Dundee and Angus Stroke Rehabilitation Pathway and sought a further update in August 2022.

Agenda Item 15 – Learning and Physical Disability Priority Improvements (Report IJB 11/22)

This report provides an update to the Integration Joint Board (IJB) on the current position in relation to the implementation of the Learning and Physical Disability priority improvement plans. These are intended to address current challenges facing the service and to implement efficiency and sustainability actions in response to inflationary, demographic, and capacity demands. Our aim is to deliver sustainable services into the future within available resources. This Learning and Physical Disability priority improvement update has been merged into one report to reflect the progress made in developing a single Disability Service.

The IJB noted the content of this report and reduced the frequency of reporting on the Learning and Physical Disability Improvement Plan to annually; recognising that this improvement work is now well advanced.  (Emerging issues can be highlighted in the general Strategic Planning Update Reports submitted to every second IJB).
